STEPHEN J. SMITH, P.E., P. ENG. PRINCIPAL, SENIOR PROJECT MANAGER Stephen J. Smith fills two critical mission-oriented roles for IMS, as a principal of the firm, he has the responsibility of ensuring the long-term health of client relationships. Second, as a senior manager and pavement engineer, Mr. Smith provides project management capabilities on assignments where his background in integrated infrastructure management and municipal engineering is best suited. Mr. Smith has fulfilled the role of project manager and engineer on over 150 pavement, infrastructure and engineering assignments. He has over 20 years experience implementing pavement and right-of-way asset management solutions. Mr. Smith's project experience includes participating in the planning, management, training, data collection, and implementation and development of capital improvement budgets.

ALAN SADOWSKY, HBA, PRINCIPAL, SENIOR PROJECT MANAGER Alan Sadowsky heads up the technology and operations side of IMS. His extensive work experience in the software development industry, as well as his history in working directly with pavement management companies, allows him to oversee projects ensuring that adequate and sufficient resources are applied. The unique expertise he brings from former positions gives him the ability to direct many aspects of IMS projects including pavement management, data management, and field surveys. Mr. Sadowsky has been involved in projects for many government agencies. These projects have focused on the managing of the infrastructure owned by these agencies. The common factor in all of these projects has been to effectively manage the assets owned by the agency, making sure they are used efficiently for the benefit of the general public. In order to supply the best possible product, Mr. Sadowsky has worked with the end user, right up to the highest level of management to better understand the overall needs and requirements.

DAVID E. BUTLER, P.E. MANAGER OF ENGINEERING SERVICES, SENIOR PROJECT MANAGER Based on his background in pavement management, David Butler has been responsible for the quality control of field data collected using the Road Surface Tester for pavement surface distress and the Dynaflect for pavement structure. He has been responsible for the quality of data on well over a million pavement sections in North America. Through practical experience, Mr. Butler has gained a working knowledge of pavement distress and its effect on pavement deterioration. He also has extensive knowledge of deflection theory and how it relates to pavement life expectancy. The training of agency personnel in pavement management theory and the application of information derived from programs and systems has been one of Mr. Butler's primary responsibilities.

DONALD L. HARDT, B.S. MANAGER OF CLIENT SERVICES Donald Hardt is the Manager of Client Services for IMS within the eastern region, as such he is responsible for ensuring quality data and services are provided to each project. Working closely with the IMS and client project teams, Don negotiates the project scope and then follows the project through to the final deliverables. His career encompasses managerial, technical and business development positions in pavement management and geotechnical services. His areas of expertise focus on pavement management; automated surface condition surveys; deflection surveys and analysis; right of way asset management surveys; and project management.

DONALD L. HARDT, B.S. MANAGER OF CLIENT SERVICES Zac Thomason is the Manager of Client Services for IMS within the western region. He is responsible for ensuring quality services are provided to each client and or project. As the primary point of contact for IMS clients in the western region, his responsibilities begin with initial project scope negotiation. Zac then follows the project through completion to insure all deliverables are met and that all projects end with a satisfied client. With the majority of his career focused on business development and marketing, he understands the necessity of maintaining healthy client relationships.

HARICHARAN PULUGARTA, Ph. D. ENG. Haricharan Pulugurta provides the software solutions for IMS. His experience in pavement management and programming enables him to develop pavement management related software applications. Hari's main responsibilities include enhancing the existing pavement management information system, providing GIS capabilities and developing in-house software applications.

SUSHMA SADANANDA, B.E., M.S. PROJECT MANAGER Sushma Sadananda acts as a project manager for IMS providing database solutions to clients. Her extensive knowledge of databases and education in engineering helps her analyze and design databases specific to pavement management. Sushma's key role is to implement accurate, secure, and efficient databases. While coordinating database development is her primary role, she also integrates pavement data to spatially reference it within a GIS environment.

MICHAEL POWELL, M.C.S.E Mike Powell, over the past 16 years has collected and processed over 400
installations of programs and systems. His primary responsibilities include trouble shooting the data and application of information derived from programs, data collections, processing and systems; constantly improving any functions that are in need. He also handles the IT department and supports clients, field and office in all computer needs.

JOHN DAY, A.A. John Day has over 10 years in pavement testing and surveying. He is the support for the Laser RST and Dynaflect. His extensive knowledge of the RST and Dynaflect, helps him analyze and prevent any electionic malfunctions. John's key role is to design the next generation RST's.  He also  supports client, field.

JEREMY JAMES, B.S EIT Jeremy James acts a project manager for IMS providing database solutions to clients. His proficiency in various Pavement Management Software programs and education in engineering helps him process and analyze a large variety of pavement specific tasks. These tasks range from image extraction and GIS work to technically support and report generation.

JUSTIN JONES Field Supervisor

Justin Jones is a senior project technologist for IMS. He has experience in both data collection and data analysis for pavement and asset management related projects. As Senior technologist, Justin prepares the information needed for the field crews. He monitors the collection of field data and provides the field crews with the information necessary to test in an efficient manner.

MARY DICARLO Mary Dicarlo performs various roles in the Rolling Meadows, IL office which include marketing assistant, office administration, and project management. Her primary responsibility is assisting Don Hardt with the marketing related activities. She works with Don on proposal development, contracts, and communications with present and potential clients. Mary also monitors the status and progression of the pavement management projects from start to finish. Her office management responsibilities include communications with the other IMS offices in Arizona and Canada, general office operations, invoicing, shipping, job postings, new hire paperwork, supply maintenance, and field crew assistance.

ISIAH Isiah Akwaboah is a senior project technologist-crew chief responsible for the collection of automated pavement surface condition and right of way asset data collection using IMS’s Road Surface Tester technology.  As senior technologist and crew chief, Isaiah is also responsible for the training and oversight of other data collection team members.  When not in the field, Isaiah participates in the processing of pavement condition, GPS, digital image and right of way asset data.

Dave Rowland is a senior project technologist-crew chief responsible for the collection of automated pavement surface condition and right of way asset data collection using IMS’s Road Surface Tester technology. As Senior Technologist and Crew Chief, he is also responsible for the training and oversight of other data collection team members.  Dave is responsible for the total quality of the data collected for each job.
